Maybe we could make display of the "register" link in the OPAC dependent on
PatronSelfRegistrationUseTemporaryStatus being defined?

And now that I think about it, shouldn't this preference be
"PatronSelfRegistrationDefaultCategory" ? It's required, so it's not as if
we're saying "use this temporary category if you want to."
