It doesn't touch modifications to existing borrowers. If someone submits a
registration from the opac, but never clicks the verification link, that row
will just sit in the borrower_modifications table forever. This script deletes
rows that have been sitting in the table for more than 24 hours.

I'll add some help to it, and while I'm at it, I can make the hours part
configurable.
