Bug 8718 - Normal catalogue detail view in staff client doesn't show missing
serials or subscription history note

Rebased following Bug 8717 changes to subscription->{notes}

To Test:

1) In staff client, search for a bib record attached to a subscription
2) Click on the "Normal" tab, if not already selected
3) Click on "Subscriptions" next to "Description" and "Images" on the centre of
the screen.
4) Open "Subscription Details" in a separate window
5) Edit the subscription to add "Note for staff" under the subscription history
div on the right-side of the screen

and/or

6) Go to Serial collection and mark an issue as "Missing"
7) Reload your bib record in the other window, and see the "Note for staff" pop
up alongside a label "Missing: " followed by your missing issues.
