This sounds like it should be two bug reports: One for the separate holdings
tabs, one for the batch operations.

The one for the separate holdings tabs needs to be controlled by a system
preference, one for the OPAC and one for the staff client.

I would suggest that instead of "My holdings" the tab use the library name:
"Athens holdings."
