No cataloguing tool in staff client

After installing new Koha 3.8.5 several days ago and installing its translation
in russian (ru-RU) several errors are received on the last step of
web-installation when I create a koha instance. They look like this:

But if I chose english as the language of installation all works fine and no
errors appear.

After this when I log in staff client I realize that there is no "Cataloguing"
button and there is nothing on the "Tools" page.

I had a previous installation of Koha on other machine, I dumped the database
from there and tried to create a new instance using that dump. There was a
message about new version of the database, but no errors occured. The instance
has been created and the cataloguing tool works as it should work.
