Right to left for staff Client

Hi all,

I think this patch is  good for th rtl langs. and based on what D.Ruth send
before , I added
 some edits as a right to left reader. Tested on Arabic
 I used the updated po files for v. 3.8  (because the
 3.12 ) need some revision ...
