As an example: I think in order to make them renew their account it can be good
to allow holds. You see a book you want to get, place a hold on it, go to the
library... renew your account. But that's something not every library might
want to do this way, so it needs options.

I would argue that if a patron is restricted they should not be able to do
anything, at least for something like lost cards. But that's another discussion
probably. :)
