Bug 10118: Problem with diacritics on Pay an individual fine.

Adds decoding via utf8 flag of CGI.
Actually a followup on report 6554.

Test plan:
Go to patron.
Create manual invoice. Add diacritics in description.
Go to Pay Fines.
Click Pay on the line you added. Without this patch you should see a mangled
character. With this patch it should be fine.
