[PASSED QA] Bug 10671: correct minor issues in course reserves help

- fix a typo
- rename the help file for the course reserves home
  page so that it gets picked up when the user clicks
  the help link there.

To test:

[1] Go to the course reserves home page, then click on the
    "Help" link.  Verify that a help page with contents is
    displayed.
