Another idea would be to just parse the data from more_subfields_xml (rather
than changing the architecture of the database), but I think that would bring
us back to the possibility that we might not necessarily know for sure that
952$x is always the MARC21 field/subfield for the non-public note. 

I'd be happy for someone to prove me wrong on that one though, as that might
just be the easiest way to do this.
