Patron permimssions (eg. "superlibrarian", "reserveforothers", etc) and their
explanations are not translatable. These strings come from
installer/data/mysql/en/mandatory/subtag_registry.sql and
installer/data/mysql/en/mandatory/userpermissions.sql
