Bug 7387 : Adding a caching plugin for Template::Toolkit

To use this you need to do something like

-[% INCLUDE 'doc-head-open.inc' %]
+[% USE cache = Cache %]
+[% cache.inc(
+    'template' => 'doc-head-open.inc',
+    'keys' => {'dochead' => 'dochead'},
+    'ttl' => 360
+    )
+%]
