It would be nice to have a list of trusted users for comments and tags who
always get approved without going in to moderation.  This would be a list of
people you approve by cardnumber maybe.

Also on the flip side, a group of users you can block from ever leaving
comments/tags - users who maybe have abused the system in the past.
