Fund chooser not showing all

See the following attachments, but the basic problem here is that checking the
'show all' box next to the fund name on the basket creation screen does not
actually let you see them all (specifically it seems all children funds).  The
funds in this case do not have any restrictions on them (as shown in a
screenshot) and show show in the pull down if you ask to see them all
regardless of the branch you're logged in at.

Found in 3.8.5

I cannot reproduce in master though.
