[SIGNED-OFF] Bug 10557: GetBooksellersWithLateOrders has an unused branch
parameter

C4::Booksellers::GetBooksellersWithLateOrders has an unused parameter.
The $branch variable is never used in the routine.

Test plan:
Check that no behavior changes on the late orders page.
