bug 8169: add LC Control Number to Z39.50 search form

To test:

[1] Bring up the Z39.50 search form.  You should see that
    "LC Control Number" is now listed as a search option.
[2] Enter '98046370' as the LCCN and search the Library of Congress
    Z39.50 server.
[3] You should get back one hit for "Harry Potter and the Chamber
    of Secrets".
[4] Search for other LCCNs, if desired.
