[FOLLOWUP] Bug 5858 - Default frameworks missing many MARC21 tags

This patch is a *followup* to the previous patch

Update MARC21 fields/subfields to version 16
http://www.loc.gov/marc/bibliographic/bdapndxg.html

Only to new installs.

To test:
1) Delete MARC21 default framework
2) Apply patch
3) Test that new default framework loads without problem

Rebased to master.
