Code looks good to me now. (See QA comments before.)
I am wondering if we should by default put the level to 5 (normal) at install
or upgrade. When someone does not want to use it, we could set it to zero
(emerge or unusable level) and have around zero messages.
Robin should still have a look for the packaging stuff.
Jonathan will probably send a few trivial followups for housekeeping (e.g.
correcting 7->8 levels; also in pref desc in db).
