QA comment:

This patch adds a new permission (overdues_report) for the circulation module.
This permission allows a librarian to access to the overdues page.
The updatedb script updates user permissions for users having permissions for
the report module + circulate_remaining_permissions (same behavior as before).
There is no link to this page (so nothing to hide).
