Bug 9551 - OPACMobileUserCSS being overriden by OPACUserCSS

Test Plan:
1) Set a rule in OpacUserCSS that should be overidden by
   a rule set in OPACMobileUserCSS
2) Load OPAC, check for OpacUserCSS taking precedence
3) Apply patch
4) Reload OPAC, check for OPACMobileUserCSS taking precedence
