Bug 5858 - Default frameworks missing many MARC21 tags

This patch replaces previous ones.
Only adds missing tags/subtags or update descriptions.

Only to new installs

To test:
1) Delete MARC21 default framework
2) Apply patch
3) Test that new default framework loads without problem
