I complete my comment :
1. change gist in syspref
2. edit a vendor and change tax rate and choose invoice prices  don't include
tax
3. make some orders
4. when you receive your books : you put a price HT in actual cost 
5. in the table of "already receive" you only see the HT price but your library
have to pay TTC price, so you don't see the amount that really be deduct from
your fund...
