We have always used a unique 001 in conjunction with our CaOPIACS 003 (we
believe that MARC structure requires unique 001/003, but that's maybe not a
universal interpretation.)

I'm attaching a .tar that probably needs cleaning up, but it does trace how we
got to the final code. No guarantee at all that others may find it useful, but
our cataloguers can now either retain the 001/003 pair from Z39.50 imports, or
"automagically" click on 001 for the next sequential CaOPIACS Control Number.
