To reproduce:

Start with prog theme for OPAC.

1) Edit branch definition, enter HTML or text in the OPAC info field.
2) Search record with item of this branch.
3) Hover over linked library name in items details.
4) Verify tooltip shows up.
5) Switch to CCSR theme.
6) Verify tooltip doesn't show up.
