Following Jared, I have also reverted the patches for this bug (and related
bugs) from master.  This should not be viewed as a permanent reversion,
although I have reservations about turning on CGI.pm's -utf8 switch across the
board -- but I have even stronger reservations about the ensuant game of
whack-a-mole we've been playing with new bugs arising from this patch.

By next week I will put together a separate integration branch to use as a
basis for testing this more thoroughly.
