Hm, I think Marcel meant the the Patrons tab in the system preference editor is
not the right place, but that it should be in Circulation. 

With 3.12 we have MaxFine in the circulation matrix - not sure how the best way
would be to indicate that it should be using the replacement price there. It's
an input field, so maybe a checkbox that implies 'replacement price' and
deactivates the maxfine input field?
