Supersedes previous patch. Fixes original problem with out extra SysPref

Supersedes previous patch. The previous patch should be ignored. This patch
will just fix the original bug. 
To test:
- Apply patch.
- Set AllowOnShlefHolds to "Allow"
- Search for bib with items and observe "Place Hold" option
- Set AllowOnShelfHolds to "Don't Allow"
- Repeat Search and observe the "Place Hold" option
