Bug 4045: Followup for optional insertion of maxreserves

Adds IGNORE to the INSERT statement. Since this is in the mysql folder,
that should be allowed ;)
Also: Do the version check via CheckVersion.

Test plan:
Run webinstaller updatestructure step.
