Hello Tomás,

Yes, we should move from utf8::encode/decode to Encode::
This particular bug (6554) is about double encoding that happens in
Templates.pm.
I guess we should treat 10068 as a separate thing. It is linked for sure with
the same issue. However, it's more about encoding. This one deals with
decoding.
