Thank you Mathieu for your wiki page.
I have just tested the comportement in master for the calculation of the budget
summary in acqui-home.pl.
If you choose for the vendor :
* list price include tax : YES / invoice price include tax : YES
or 
* list price include tax : YES / invoice price include tax : NO

The spending are tax included 

but if you choose :
* list price include tax : NO / invoice price include tax : YES
or
* list price include tax : NO / invoice price include tax : NO

The spending are without the tax

I think there's a bug here.

In any case, my patch isn't appropriate anymore.

The unitprice in acqorders are re-calculted and I don't take this into account
in this patch.

I try to find out an other way to have the right spending in the summary of
acqui-home.pl
