empty file to allow obsoleting other files.

There is no need for this file.
To obsolete files:
Click on "Details" beside the attachment name.
Click on "Edit Details" beside the name at the top.
Check the obsolete box near the middle/bottom right.
Click the appropriate save/submit button.
To un-obsolete files:
Click on link to show all the obsoleted items
Click on "Details" beside the attachment name.
Click on "Edit Details" beside the name at the top.
Un-check the obsolete box near the middle/bottom right.
Click the appropriate save/submit button.
