Maybe the issue is that some ppl in some libraries send orders before closing
the basket.
I think it should be discourage : closing the basket is needed for calculation
of expected shiping date, so the "normal" workflow implies closing the basket.
If there are too many ways to do the same operation, it is impossible to fix
bugs like that, and to make improvements, because you could always find someone
for who the bug is a normal behavior ;-)

As Nicole is the person who fill the bug first, what's her opinion?
