[PATCH][SIGNED OFF] Bug 10403: Show inactive but unlocked budgets on
orderreceive

I am fine with that,and it is working..., but maybe some libraries won't like
the idea of using an inactive budget.
Do you think it could be syspref dependant? Not sure it deserves it.
