Under Debian 7.1 wheezy, the master 3.13.00.021 displays the expected results:
in output, the diacritic for ö is correct.

After selecting:
applied template:      Avery 5160 | 1 x 2-5/8
applied layout:        Lable Test
stating lable position:1

and downloading as pdf, as required, the lable of LOC 88126978 biblio is:

Schöttler-Boll, Doris,

[Schöttler-Boll, Doris is 100 MARC21 tag].
