I'm confused about how it would fix the problem for package users :(.

When I check my package install, there is no "tools/runreports.pl" either, so
I'm not sure how it could work.

Does Catalyst add in the script for its packages or maybe adds a symlink? 

If this patch fixes the problem for package users, but makes it no worse for
other users...what happens when a patch fixes the problem for non-package users
but breaks it for package users?

I'm not opposed to this patch, but I am a bit...bewildered.
