I checked with Chris Cormack, because I thought it was NZ - and it is. In NZ
public libraries can claim back the taxes so they don't want them to be
included in the estimated and actual price. It also seems like my suspicion
about the 'tax registered' switch were right. Not sure how we can reintroduce
this behaviour safely, but I think it will be needed.
