Patch still applies, but there is a complaint from the QA script:

 FAIL    t/db_dependent/MungeMarcPrice.t
   OK      pod
   OK      forbidden patterns
   OK      valid
   FAIL      critic
        I/O layer ":utf8" used at line 11, column 1. Use ":encoding(UTF-8)" to
get strict validation.

Could you take a look at switch back to 'signed off' please?
