Well, how can be tested? 
I don't have problems with Bsort1/2 utf8 descriptions, with/without patch.
Can/Can't have utf8 values (arabic/chinese) with/without patch. They look good,
can be assigned and saved, but on edition they are not selected

Or perhaps I do not understand what to test :(
