Yeah it's not exactly clear from the system preference description, but for it
to look consistent you have to enter them as list items:

<li><a href="#">Link one</a></li>
<li><a href="#">Link two</a></li>
<li><a href="#">Link three</a></li>

That said, you're right that you'll run out of space quickly. I'm glad you were
able to put together a menu that worked. Perhaps a good next step would be to
fully document both the plain and menu markup options.
