My understanding of Magnus' comment #1 is this:
1) limit the list of languages in the drop down to enabled only. OR
2) list all, but then perhaps enable it after a disabled one is selected.

I personally think that this bug should do (1). This should be minor.
I do not see bug 12705 as relevant to the problem. Though, it is likely
relevant to the implementation, because it corrects the dialect issue. These
are going to cause one or the other to need to be rebased once one gets
completed and pushed ahead of the other.
