The goal of the "NoticeFeeNote" preference is to populate the database table
"accountlines". That way, you will know, looking at the fine tab for a patron,
that the fee comes from the notice fee.

Then, there is another development (#12770) that will display this information
(actually, all information from the accountlines table) within a reminder
letter.
