Actually, I'm going to put this one to "in discussion", as I don't think it's
ready to be pushed to master. I think we really should spend some more time
thinking through how we want the next generation of Koha::* to progress.

Perhaps this should find its way to the listserv as well, as I think it's a
conversation that is applicable to more than just the 5 or 6 of us.
