Update to C4::Ris.pm

Have applied the strict and warning pragmas to C4::Ris.pm

Slight side-effect that the AU output may now be normalised as whitespace is
removed - I used book ISBN 0340201126 as test case.

During testing, discovered the charconv() function is a no-op, so I wondered
what
should happen if database is in MARC8 (non-UTF) format.
