I would be happy to add a non-js fallback after this is passed qa. For now, I'm
reticent to further modify the patch set that much, considering the length of
time this has been in process!

Both words are used throughout Koha. I think this is also outside the scope of
this bug and would be better resolved in a separate report. I think it's tough
because relative is easier for patrons to understand, but guarantor is more
accurate.

Can't reproduce. When you submit new data, the changes must still be approved
by a librarian. Perhaps that's the part you missed?

Not sure what you mean by this, but it sounds like another further enhancement.

Also outside the scope of this bug, but could easily be set to be controlled by
the patron level setting. This of course wouldn't prevent a librarian from
looking it up separately, but would provide a bit of a 'wall' between them.
