$ ls -ld /run/lock
drwxr-xr-x. 4 root root 80 Feb 10 03:09 /run/lock

Redhat/Fedora distro's may point /var/lock via /var/run/lock to /run/lock on
tmpfs. As you see, the perms do not help.
