I assume from looking at the screenshot that you have another book cover image
service enabled besides local covers: Amazon or Google? In my opinion that
makes this bug a duplicate of Bug 7187, "Prioritize cover image sources such as
Amazon, Google and add fail over i.e. if first source fails, go to next."

If we can get such a system in place multiple services could be enabled
simultaneously without the kind of redundancy your screenshot shows.
