Bug 11260: Update German web installer - frequenciesand numberpatterns

Translates the new files for frequencies and numberpatterns

To test:
- Run the German web installer with all sample files
- Check all files import without errors, especially frequencies and
  numbering patterns
- Check frequencies in serials
- Check numbering patterns in serials
- Create a subscription, check possible choices
