This patch apply correctly.
I create an authorithy following all these steps without saving the record
(with 600$a and 700$a).
Works great !
But...
When the authority already exists, the message box still indicates "No matching
authority found." (when the record is not saved, and when it is)

Even if we can check with the regular "Tag Editor" button, it can be really
confusing to have both "authority checking system"...
