Bug 11645 - Cannot remove instructors from course whose card number begins with
a 0

It appears that if an instructor's card number begins with a 0, that
instructor cannot be removed from a course.

Test Plan:
1) Create a patron with a card number "012345"
2) Add this patron to a course
3) Click the "remove" link for that instructor
4) Note that nothing happens
5) Apply this patch
6) Reload the page
7) Repeat stepts 2-3
8) Note you can now remove the instructor
