Aside from my previous comment, I can confirm the problem where the checkout
list does not refresh in IE11 either.  So it isn't just an IE9 thing.  Does not
seem to be related to whether the item is already checked out.  IE just does
not refresh.

I can confirm that the holds list does not appear in FF or IE unless you
physically click on the tab.
